What changed on the Northern Beaches while you were on a job

The rules, the roads, the paperwork and the platforms — dated, sourced, updated every fortnight. If it doesn’t change what you get asked to quote, it doesn’t go up.

Nobody sends a tradie the council notices. You find out the rules changed when a customer mentions it, or when a job you quoted three weeks ago needs an approval it didn’t need when you priced it.

So this is the short version. Every fortnight: the few things that actually changed, with the date and the source, so you can check it rather than take my word.

Most of what gets written about the Northern Beaches is written by people who don’t work here. This isn’t that. It comes out of a brief I read every morning anyway — council notices, planning portals, Transport for NSW, Fair Trading, the lead platforms, the trade press. Most of it is nothing. A few things a fortnight aren’t, and those are what go up.

Some entries end with what it means if you’re on the tools. Some don’t, because some things are just worth knowing and pretending otherwise wastes your time.

No email gate, now or later. Read what’s useful and ignore the rest.

McDonald’s has won its Land and Environment Court appeal for 37 Roseberry Street, Balgowlah, on the Manly Vale border where Seven Miles Coffee is now. Manly Observer reports the revised plans were “formally given the go ahead by the court on Thursday, 8 October.”

“The Northern Beaches Local Planning Panel unanimously refused the DA in July 2025.” The application drew “740 submissions, with only two in support.” McDonald’s appealed in February, and about 70 residents turned up to the on-site conciliation conference in May. It was fifteen months from refusal to approval.

The approval comes with roadworks, agreed after the conciliation. McDonald’s “will build a mini roundabout at the Roseberry Street and Hayes Street intersection” and “will widen the median island on Roseberry Street to give pedestrians a refuge.” “Part of the land will be handed over to council for the roadworks.”

The honest caveat: this is Manly Observer’s report. The Court’s orders and conditions have not been read here, and the article gives no trading hours, no cost of works and no start date. The DA number, DA2025/0132, appears only in the article’s photo caption.

On the tools: two things. First, a job your client wrote off after a Panel refusal can come back, just more than a year later than anyone planned. Amendments plus an appeal is a real path. Second, the roadworks described add up to a civil package at one Balgowlah intersection: kerb and gutter, concrete, line marking, signage and traffic control.

Posted 11/10/2026 · Announced 09/10/2026 · Replaces a 30/11/2026 cut-off

On 1 October the ATO said it would stop accepting credit cards after 30 November 2026. On 9 October it backed off. Its release says the ATO “will continue accepting credit card payments for tax obligations until 30 June 2027.” The ATO says the extension follows “discussions with the government and the provision of transitional funding.”

That makes it a delay, not a reversal. After 30 June 2027, the ATO says anyone who still wants to pay by card can “continue to use third-party payment providers”, and it tells them to check the fees first.

The honest caveat: the ATO’s 1 October release and the Commissioner’s statement of 2 October were still online saying 30 November when checked on 10 October. Go by the 9 October release.

On the tools: if you put BAS or PAYG instalments on the card to bridge the gap until a progress payment lands, you now have seven more months of that, not forever. Use them to sort out the alternative before June, not during it.

Google’s Maps content policy has a new clause headed “For merchants”. In the listing itself it now prohibits “Promotional or commercial content that contains any of the following: Time-bound promotions, pricing, or direct calls-to-action.”

Posts are different: “Offers and updates that may be seen as promotional or commercial content are otherwise permitted in posts.” Google’s reasoning is that contributions “should reflect genuine experiences or define a business’s permanent identity.”

The honest caveat: nobody has reported Google enforcing this yet, and Google has not said what happens to a listing that breaks it. It is Google’s global Maps policy, with no country named, rather than an Australian rollout.

On the tools: “A$0 call-out fee”, “10% off this week” and “call now for a free quote” are one of each kind Google just named. Read your description and services for all three. Move any offer into the weekly post, where Google says it is allowed, and keep your mobile number out of the post text, for the reason in the 26 September entry.

Posted 11/10/2026 · Inspections August 2026 · Council release 24/09/2026

Council made surprise inspections of 65 building sites in August, working with the EPA under its twice-yearly Get the Site Right campaign. Council’s release puts it plainly: “Only 64% of the building sites inspected were found to be compliant.” It found problems at 23 sites, including uncovered stockpiles, waste materials and missing controls such as sandbags, and its officers issued formal warnings.

Mayor Sue Heins wants site managers to “take all necessary steps to contain their sites” and “prevent sediment from entering drains, creeks, lagoons and the ocean.”

The honest caveat: Council says 64% “is an improvement on previous inspection results”. The release mentions warnings, not fines. Council has not said when the next round is, only that the campaign runs twice a year.

On the tools: the sediment fence, the covered stockpile, the sandbags at the kerb inlet. It is the cheapest gear on the job and the first thing an inspector sees from the footpath. If you are a sub on someone else’s site, it is still your stockpile.

Google’s Business Profile content policy now reads: “To avoid fraud or abuse, we may remove posts with unverified contact information. This includes phone numbers, email addresses, and social media handles.” A second Google help page says posts with a phone number in the description “might get rejected if they cannot be verified as being connected to the business on which they are posted.”

The honest caveat: Google has not said when this wording changed, and it has not said that verified numbers are now allowed. It says unverified ones may be removed. “May” and “might” are Google’s own words, not ours.

On the tools: the weekly post that ends “call me on 04…” is exactly what this describes. Take the number out of the text and use the Call now button on the post. That is Google’s own suggestion, and the button rings the number already verified on your profile.

The honest caveat: “may” is Google’s word. An edit only goes live automatically if other public information backs it up. It is not every suggestion.

Building Commission NSW fined Aland’s construction arm A$220,000, which the ABC reports as “the largest penalty ever imposed by the regulator”. Its founder was fined a further A$40,000 and ordered to complete compliance training to keep his licence. The breaches included “using unlicensed contractors and the unauthorised removal of a power pole, overhead wires, and street lighting at a St Mary’s construction site, which cut electricity to a childcare centre and risked public safety.”

An ABC investigation published 18/09 found that a media release was drafted and then dropped. A media adviser wrote: “We’ve got ALAND in hand — no proactive comms at this stage.”

This was not a Northern Beaches job. It is here because of what it shows about how you find out.

On the tools: the regulator’s record exists, on Verify NSW, but nobody is going to tell you about it. Before you sub to a builder you don’t know, or put someone on under your licence, look them up.

Update 11/10/2026: Council has now confirmed the Narrabeen approval itself. Its release of 29/09 says the Jamieson Park building is approved and Council “will now progress the project to the construction stage”. Council has published no cost and no start date, so the A$5,341,661 below is still Manly Observer’s figure. Also worth knowing: a Panel refusal can be overturned. McDonald’s at Balgowlah was approved on appeal on 08/10.

Northern Beaches Council, 29/09/2026

The Northern Beaches Local Planning Panel refused DA2026/0781, alterations and additions to shop-top housing at 638 Pittwater Road, Brookvale, valued at A$10,381,781. As reported, the Panel found it conflicted with the emerging Brookvale Structure Plan on affordable housing in perpetuity, street frontage and design, and was concerned about setting a precedent.

The same Panel sitting approved two jobs unanimously:

  • 27 Brown Street, Forestville (A$2,860,681): four three-storey dwellings.
  • The Esplanade, Narrabeen (A$5,341,661): a community sports building at Jamieson Park, with Narrabeen Lakes Sailing Club as anchor tenant. It replaces the building lost to fire in 2021.

The honest caveat: these figures are as reported by Manly Observer. Council’s online DA tracker has been down, so they have not been checked against Council’s own register.

On the tools: in Brookvale, the plan that is coming is already deciding applications. If you build or quote commercial or shop-top work there, read the Structure Plan as well as today’s rules. The same logic applies to the consolidated LEP and DCP.

Manly Life Saving Club, South Steyne: DA2025/1424, A$19,853,804. It is back on exhibition until Friday 16 October 2026 with the design unchanged and additional technical documents lodged. The Northern Beaches Local Planning Panel will decide it.

McKillop Park, Freshwater: DA2026/1236, lodged by Mounties Group, A$2,679,600, on exhibition 24 September to 22 October 2026. The scope:

  • demolition of the fenced-off eastern carpark at Harbord Diggers
  • a nature walk from Lumsdaine Drive
  • sandstone stairs
  • mounded open space
  • expanded heathland planting.

The honest caveat: as at 22/09, Council’s Manly LSC project page still showed the 2025 exhibition window. The 16/10/2026 date comes from Council’s Your Say homepage and Manly Observer. Exhibition is not approval.

On the tools: McKillop Park is demolition, earthworks, sandstone and landscaping, the kind of package that gets subbed out. If that is your work, you now know the job exists before it goes to tender.

Posted 09/09/2026 · Closes 11.59pm Wednesday 30/09/2026

Update 11/10/2026: Closed 30/09/2026. Council’s project update of 1 October: “The 10-week public exhibition of the draft Northern Beaches LEP and DCP closed on 30 September 2026.” Council is “currently reviewing approx. 700 submissions”, a count it says is “only indicative until the final report is published.” What happens next, per Council’s timeline: review from September to December 2026, then a Council meeting in early 2027, then commencement in mid 2027: “The new LEP commences when published on the NSW Government legislation website.” The same page still has an FAQ saying the exhibition “closed at 11.59pm on Sunday 30 August 2026 and the 6-week exhibition period was not extended.” It can’t be both. Go by the banner, which says 30 September, and the timeline, which runs the exhibition to September.

Update 26/09/2026: Four days left. Submissions close 11.59pm Wednesday 30 September. Council’s page is now marked updated 23 September but still carries the old “Sunday 30 August 2026. Late submissions cannot be accepted” line lower down. The Your Say tile says “Sunday 30 Sep”, but 30 September is a Wednesday. Go by the date in the banner.

Northern Beaches Council’s consolidated LEP and DCP — four local environmental plans and four development control plans merged into one set of planning rules for the whole LGA — is on exhibition until 11.59pm Wednesday 30 September 2026. Twenty-one days.

Read the media release and you will get the wrong answer. The original six-week exhibition closed 30 August, and Council’s July release still says so. The extension exists only on the Your Say portal — and Council has not cleared the old text off that page either, so a stale line reading “complete the submission form by Sunday 30 August 2026. Late submissions cannot be accepted” sits directly alongside the extended date. The banner, the timeline and the primary “submissions close” line all carry 30 September. The extension is operative. Every secondary source still repeats 30 August.

On the tools: this is the document that decides what can be built where on this peninsula, and it is anticipated to commence mid-2027. If you have ever lost a job to a height limit or a setback, the next decade of them gets argued in these twenty-one days.

Update 11/10/2026: In force since 01/10/2026. From the same day, the RBA also cut the interchange cap on domestic consumer credit cards to “0.3 per cent of transaction value”, and on debit and prepaid cards to “8 cents (or 0.16 per cent on an ad-valorem basis)”. Whether any of that reaches you depends on your provider, so ask them. Separately, the ATO has pushed back its own credit-card cut-off. See the ATO entry.

RBA — interchange fees, conclusions paper · RBA — impact and implementation

The RBA’s FAQ page is titled “Removal of payment surcharges from 1 October 2026” and states that card surcharging “should end on 1 October 2026. This will apply to eftpos, Mastercard and Visa cards” — debit, prepaid and credit. American Express is not RBA-designated but is dropping surcharges the same day voluntarily.

On the tools: if your terminal adds 1.5% when a customer taps, that stops in three weeks. The fee does not disappear — it becomes yours. On a A$4,000 bathroom that is A$60, and fifteen of those a month is A$900. Two things before the end of the month. Fix your pricing, not your terminal — build the merchant fee into your rate now, while it is a decision, rather than finding it in November as a number that is quietly smaller. And ring your provider and confirm surcharging is switched off at the device. It is a setting. Nobody sends a warning email.

Update 11/10/2026: September is over. Google said it expected the upgrades to finish by the end of the month, and no extension has been announced. If you had campaigns on campaign-level broad match or standalone automatically created assets, open the account and look at what they are now. Dynamic Search Ads are still on the February 2027 track.

Update 26/09/2026: Google’s own wording is “We expect all upgrades for eligible campaigns to conclude by the end of September.” If your account hasn’t been switched yet, there is still time to decide how it is set up. A second change is landing on the same accounts in late September: Google is removing the campaign-level language setting from Search and AI Max campaigns. If someone runs your ads, that is two things to ask about this month, not one.

Google — DSA upgrade to AI Max · Google Ads Developer Blog — broad match migration · Google Ads Developer Blog — language targeting, 13/08/2026

Google began automatically migrating Search campaigns to its new AI Max setup on 1 September, rolling out gradually across the month. It applies to any campaign still using campaign-level broad match, or standalone automatically created assets. Google stopped anyone building new campaigns that way on 3 August. Dynamic Search Ads are on a slower track — voluntary upgrade notices now, automatic migration February 2027.

Nobody gets asked. It just happens.

The honest caveat: this may make no practical difference to an account your size. No Australian performance data exists on small local service accounts. Anyone telling you it is a disaster is guessing, and so is anyone telling you it is an improvement.

On the tools: worth knowing whether it has happened to your account — and if somebody runs your ads for you, whether they have mentioned it.

Posted 09/09/2026 · ABS release 01/09/2026 · Next release 30/09/2026

Update 11/10/2026: the August figures. Released 30/09. NSW total dwelling approvals fell 17.3% to 3,896. NSW private sector houses fell 4.5%, and in the ABS’s words, “New South Wales (-4.5%) recorded the only decrease.” Nationally, total dwellings fell 6.1% to 16,953 while private sector houses rose 3.7% to 10,885. All seasonally adjusted. So the July split held: the fall is in units and apartments, and this month NSW was the only state where house approvals went backwards.

On the Northern Beaches, the ABS small-area figures released 07/10 show renovations out-valued new houses in August: about A$31.9m of alterations and additions (not counting conversions) against A$27.7m of new houses. That is original series, totalled from the ABS’s own files, and it is one month. The ABS warns that small-area estimates “vary from month to month”.

Pointing the same way: on 29/09 the RBA raised the cash rate by 25 basis points to 4.60%, noting that “housing prices have fallen in most capital cities and new housing loans have declined noticeably.” And if the job needs a DA, Council’s own median for April to June was 91 days to decide.

ABS Building Approvals, August 2026 · RBA, 29/09/2026

July ABS data: NSW total dwelling approvals down 8.1% to 4,586, against a national fall of 3.6%. But NSW private houses fell 4.0% — in line with the national 4.2% — so the extra damage in NSW is in attached and apartment stock, not detached houses. Residential building value fell 4.9% to A$11.26bn. Non-residential went the other way: up 14.4% to A$9.93bn.

The honest caveat, and it is the ABS’s own: the trend estimate rose 0.8%. One month of seasonally adjusted data is not a collapse.

Pointing the same way from a different measure: Sydney values fell 1.4% in August, now 7.1% below the February 2026 peak, with 93% of capital-city suburbs going backwards over winter.

On the tools: the money did not leave the street, it changed job type. Fewer brand-new houses got the tick in NSW last month — but people are still renovating what they have got, and spending on offices, warehouses and shops is up strongly. If you build new homes, this is a month to work your past-customer list rather than wait for the phone. If you do repairs, bathrooms, kitchens, decks and pools, nothing about your market got worse in July. Note your costs went up about 1% for the quarter, so anything you quoted in autumn needs re-pricing before you honour it.

Next read: the August figures land 30 September.

The Building Commission’s advisory is unambiguous. A licensed electrician must lodge the Certificate of Compliance Electrical Work via the BCNSW eCert portal or approved API “no later than 7 days after completing the work, including the safety and compliance test” — and the scope “includes like-for-like replacement of electrical equipment such as water heaters, ovens, stove tops and electrical accessories.” Non-compliance carries 20 penalty units for an individual, 40 otherwise.

This is not a new rule. The advisory is stamped 02/09/2026 and appeared on the news index on 04/09. That is a listing date clarifying an existing obligation, not an announcement. Anyone selling it to you as a change is wrong.

On the tools: you already lodge these and you get nothing for it, because your customer does not know the certificate exists. Tell them. “When we swap your hot water system, that job needs a compliance certificate lodged with the Building Commission within seven days — we do it every time, and we send you the copy.” That sentence separates you from the bloke quoting the same job A$200 cheaper, and it costs you nothing, because you are already doing the work.

Correction 11/10/2026: the correction of 26/09 below was wrong, and this replaces it. Both details are in the NSW Government’s own plan. Table 6 of the statewide Community Participation Plan lists “Subdivision of land resulting in no more than 5 new lots” among the development types excluded from public exhibition. The exclusion applies only where the development “Does not require a variation to height of building or floor space ratio, under clause 4.6 of the Standard Instrument LEP”. The Department’s page puts it as “where the development is consistent with building height and floor space ratio controls.” The original entry stands as written.

NSW Planning — Community participation plans · Statewide Community Participation Plan (PDF), Table 6

Correction 26/09/2026: Two details in this entry come from Manly Observer’s reporting, not from the Council and NSW Government pages this entry links to. They are the condition about complying with height and floor-space standards, and subdivisions of up to five lots. North Sydney Council’s notice of 31/08/2026 describes the exempt types as “a range of up to two-storey developments”.

Manly Observer, 09/09/2026 · North Sydney Council, 31/08/2026

The statewide Community Participation Plan replaced every council’s own consultation rules on 1 September 2026. On the Northern Beaches that means home alterations and additions, new houses, dual occupancies, subdivisions up to five lots and small-scale medium-density housing are no longer publicly notified — where they comply with the applicable height and floor-space standards.

Northern Beaches Council’s own words: you will not be notified and you will not have an opportunity to comment.

Two caveats worth carrying, because they will bite anyone who oversells this. The exemption depends on complying with the standards — anything seeking a variation is a different process entirely. And Council’s consolidated LEP and DCP land around mid-2027, which will re-cut the standards this hangs off.

On the tools: every homeowner who shelved a job because of what the bloke next door might do is live again. If you keep a list of quotes that went quiet, this is the reason to ring — and it is a real one, not a check-in.

Posted 08/09/2026 · Incidents 30–31/08/2026

Donnelly Place, Frenchs Forest, Sunday 30 August, about 3.45pm. A 72-year-old man fell three metres from a ladder and struck his head. The Toll helicopter was deployed. Taken to Royal North Shore in a serious but stable condition.

Panorama Crescent, Frenchs Forest, Monday 31 August, about 3pm. A 53-year-old man fell backwards a metre and a half from a ladder. Taken to Royal North Shore in a stable condition.

No lesson attached. Two blokes, two days, half a kilometre apart, same thing.

Northern Beaches Advocate public safety round-up, 05/09/2026

Updated fortnightly. Entries are added at the top, older ones stay. Nothing gets deleted — if something turns out to be wrong it gets a correction under it with the date, because a log you quietly edit is not a log.

Every entry carries its date and source. If it is not checkable, it does not go up.

Nothing here is behind an email address. There is no gate on this page and there will not be one.

This is the local layer of a daily brief that also tracks the national numbers, the trade press and what AI assistants say about tradies on the peninsula.

If you want to know whether the machines name you when somebody asks for a plumber around here — run the free Snapshot. Ninety seconds, no credit card, and the answer is often not the one people expect.

Why don’t I come up when I ask ChatGPT for a plumber near me?

Usually one of three reasons. The assistants cannot read your site. Your details say different things in different places. Or there is nothing written down that answers the question the person actually asked.
It is rarely about how good your work is.

I’m number one on Google. Why isn’t that enough?

Different rooms. Across roughly 350,000 United States locations, SOCi’s 2026 index found Google’s local three-pack recommended a local business 35.9% of the time and ChatGPT 1.2%.
That is a chains dataset, not independent trades, and I am not going to pretend otherwise.
But ranking does not carry across. Plenty of number-ones come back zero out of twelve.

Do reviews really matter for this?

More than anything else on the list.
Across 804,000 AI responses, Seer found businesses with no third-party review profile were cited about 1% of the time. Businesses with even a small profile — one to thirteen reviews — were cited 53.5% of the time.
That is a correlation, not a proven cause. It is still the biggest gap in the numbers.

How long before anything moves?

First movement typically 60 to 90 days. Two to four months before it is steady.
What moves inside thirty days is your listing, your reviews and your pages. The score moves after those.

Can you guarantee I’ll show up?

No, and nobody can.
What I guarantee is the X-Ray: at least three things you can act on, or your money back. That is a guarantee about the diagnosis, not about revenue or rankings.

Should I add one of those llms.txt files?

No. Ahrefs checked 137,000 domains and 97% of those files never received a single request.
Google has said its search does not use them.

Do I need a page for every suburb I work?

There is an old trick where you spin up a page for every suburb. Plumber Manly, Plumber Freshwater, same words with the name swapped.
Google has a specific policy against it now. The penalty lands on the whole site, not just those pages.
Here is the test I use. If you could swap the suburb name and the page still reads fine, it is not a suburb page. It has to say something true about that suburb that could not be said about any other.
So we start with five to seven, done properly, and add more when there is a reason to.

What if I don’t use ServiceM8 or Tradify?

Then it runs off a text on your phone instead of a button in your software.
Same result, different trigger. It is not a lesser version

Do you work with more than one plumber on the Beaches?

The Snapshot, anyone can have. The build is where it goes exclusive.
One business per trade, per area. A Dee Why plumber holds Brookvale and Dee Why. He does not hold Palm Beach.
The peninsula runs Manly to Palm Beach on two roads that both bottleneck. You and a Palm Beach plumber are not competitors. You cannot service each other’s work, and you do not share the same blokes for referrals.
So there is no sense in selling you a territory you cannot get to, or blocking someone who was never taking your jobs.
The areas are Brookvale–Dee Why, Frenchs Forest, Manly, Mona Vale and Terrey Hills.
The reason for any of it is simple. The thing we sell is being first, and two plumbers in one area cannot both be first.
Paying for an X-Ray holds your slot while you decide. Once somebody signs, that trade is closed in that area.

How is this different from the SEO bloke who took my money?

One number, measured before anything starts, on three questions that never change, reported to you every month. If it does not move you will see that too.
And I will never change your three questions to make the number look better. If I ever do, sack me.

Tell me your trade and the suburbs you work. I will tell you what I would do first and roughly what it would take.

That reply costs you nothing and it is not a call in disguise.
